Warning - Congress in Session

As Mark Twain observed:  "No one's life, liberty, or property is safe while the legislature is in session."    As Professors Ferguson and Witte determined:  About 90 percent of the capital gains over the life of the Dow Jones Industrials Average have come on days when Congress is out of session.


Congress has now gone 786 days without a budget.
