Caterpillar lays off workers after Obama makes it an example of hiring.  2009
     It's unfair to say the President caused this.
     That's like saying the happenstance of today's "weather" is the "climate".

Millions of jobs disappeared after this Presidential announcement:

     It's fair to say he played a role in making that happen.
     That's "climate".
