$49 million was misappropriated in the '90s out of the $332 million program to increase Federal visibility at public events in Quebec after the referendum.
$14 million was spent on the public inquiry.
$4.9 million was spent on lawyers.
$6.7 million was recovered and the tap seems to be running dry.
