What's wrong with this picture? Green Malarkey in Vancouver

With only one holdout, Vancouver City Council voted for this unfinanceable fantasy.  I like the lady stopping to pick in a meditative moment.  A bushel basket of apples has appeared from a bucolic distant past.  A bike, a rail-bound bus and a car complete the busy scene.      Vancouver City website for Greenest City 2020 Action Plan
