NIS (Newly Independent States) refers to the former USSR.

Related:  World Map showing Bribe Payers Index.  Original at Charts Bin. A lot of seriously corrupt countries aren't included in the survey.  It's interesting that China in particular has been advancing economically while running on bribes.  Something has to give.
