Powerline's Hinderaker makes the case.  1.4 million new jobs (good) and $800 billion new government revenue (maybe not such a good idea).  Source is a Wood Mackenzie report.  It isn't complicated:  Increase permitting, allow development in more areas, welcome the XL pipeline from Canada, shift shale oil regulation to the state level.  It won't require a 2000 page law that you have to pass to find what's in it.
