And the worst:  "On this index, the 10 least attractive jurisdictions for investment were Venezuela, Ecuador, Bolivia, Iran, Kazakhstan, Uzbekistan, the Democratic Republic of the Congo (Kinshasa), Iraq, Libya, and Russia." (Page 5)
