That was then: Jones Act Waived

During the Deepwater Horizon spill, Obama refused to waive the Jones Act to allow foreign-crewed ships help clean up US Waters.   Now that he has opened US strategic oil reserves to buy some political favour at the gas pumps, it's okay to use foreign-crewed ships to move this oil about.  Incidentally, the price of oil has dropped but it's attributed to slowing economic recovery, not release of reserves.
