John Bolton calls for voluntary UN payments to replace mandatory assessments. This simple change will have "a remarkably concentrating effect" and shift the assembly towards performance and away from all politics all the time. His comments are directed towards the General Assembly and not so much the mission-oriented UN agencies. (Point made at the 1:00 mark)
