Phoenix pays Union bosses not to work - Cowbird eggs in the Taxpayer's nest.

Seven unions have staff hired by the City of Phoenix that are paid not to do the jobs they were hired for.  They get to work full-time for the union instead, thanks to the small print in contracts.  PLEA, the police union, has six full time non-workers. (Five, according to the PLEA website). What are union dues for anyway?   The city bill for this subsidy comes to $3.7 million every year.
