Government with subjects instead of customers

When you flip a letter from Revenue Canada to slit it open, the flap is on the bottom and the change of address information is upside down.   That's how you know it's government.  And besides a few large corporations, who else sends you unbleached envelopes made with expensive recycled fibre?

Decisions like that are made by government that views you as a subject not a customer.  Staff are empowered to order up 100 million upside-down unbleached envelopes because they don't need to know what works for you.   It  made sense to somebody but was funded stupidly instead of tested wisely.
