ATF didn't track the guns, didn't follow the money, lied to Mexico and its representative there, and the Sinaloa cartel got the lion's share.  Issa's Congressional committee has issued a 60 page report, summarized here by Fox News.  The report ends with a quote from Camino, the ATF attache in Mexico:          
"ATF armed the cartel.  It is disgusting." (Bolded in the original).
