"WHEREAS national preparedness must be achieved and maintained to support such varying degrees of mobilization as may be required to deal with increases in international tension, with limited war, or with general war including attack upon the United States ..."The old text justified autocratic rule by a need for central coordination in a time of danger. The new text is a formula for meddling, a wet dream for progressive algae-loving scum. Unless this is battlefield preparation for war involving Iran (damn that election!), it's fresh theft of power from congress and the people of America.
Update: Professor Jacobsen points out that language generalizing these powers outside of the immediate danger of war date back to 1994. The scope of the Executive power seems just wrong but I'm out of order making President Obama solely responsible.

This way when resources become scarce, like gas at the pump, he can order the troops deployed on his own people without having the state governor go through the niggling detail of actually requesting such an act.
