An unexpected drop in world ocean levels (about the thickness of a pencil) happened in 2010-2011. Remember those floods in Australia? Massive rainfall in tropical areas of the earth removed water from the seas. Australia got an average of about one foot extra water dropped over its entire surface. Not much of it drained back to the ocean. Divvy that up over the entire surface of the sea and you get a measurable move. Climate science is still learning.
